The Patent Cooperation Treaty (PCT) is an attempt to simplify patent filing procedures, particularly where the applicant wishes to have a patent in very many states.
Thanks to a so-called 'PCT' application, only one application is filed and is worth filing in all countries.
This system does not deliver as such a patent system: only the first steps of the procedure are carried out at an international stage, the remaining issuance of the national or regional domain of each state.

- The Regulations. This document is a sort of implementing decree (if we were to draw a parallel with French law).
